As a resident in process, if you bring your home country Driver's License, after a short and simple medical check-up, you can obtain a Uruguayan Driver's License, provided you have a Uruguayan Cédula, bring an apostilled/legalized letter certifying your home country driver's license is valid and true and pay the applicable fees.
